What is ZERH MH?
A U.S. Department of Energy (DOE) Zero Energy Ready Home™ (ZERH) is a high-performance home that is so energy efficient that a renewable energy system could offset most or all the home’s annual energy use. Each DOE ZERH meets rigorous efficiency and performance criteria found in the DOE Zero Energy Ready Home National Program Requirements.
Like site-built homes, new manufactured homes can be designed for energy efficiency and renewable energy. Because manufactured homes must comply with different energy standards than site-built homes and are constructed in a factory environment, this sector of the housing industry has its own unique set of challenges. Therefore, in December 2022, the DOE ZERH Manufactured Homes National Program Requirements Version 1 was launched as a pilot program.
Program Requirements
Only manufactured homes as defined by 24 CFR 3280, commonly referred to as the HUD Code, are eligible to be certified through the DOE ZERH Manufactured Homes Program. A DOE ZERH Manufactured Home is a home that meets all criteria in the DOE ZERH Manufactured Homes National Program Requirements Version 1 and is built in a plant that has been certified by an independent third party under the quality assurance oversight of a DOE-authorized Quality Assurance Provider. SBRA is a national QA Provider for ZERH MH.

Beginning January 1, 2023, the 45L New Energy Efficient Home Credit offers a $5,000 tax credit to producers of certified DOE Zero Energy Ready Homes, including eligible manufactured homes.
Certifiers
SBRA works through a network of independent, third-party industry inspectors called Plant Certifiers. Each plant participating in the program must retain a Certifier of Record at all times. The Certifier is responsible for staying up-to-date on program requirements and how they impact Certifier responsibilities under the program.
