ENERGY STAR® Certified Manufactured Homes

What is ENERGY STAR?

ENERGY STAR® is a nationally recognized, voluntary program designed to identify and promote energy-efficient products, homes and buildings to consumers and business owners across the United States. Initiated by the U.S. Environmental Protection Agency (EPA) in 1992, ENERGY STAR is now a joint effort of EPA and the U.S. Department of Energy (DOE). EPA is responsible for administering the ENERGY STAR New Homes program.

An ENERGY STAR certified home is significantly more energy efficient in its heating and cooling than a comparable home built to code. This increased level of energy efficiency can be met using standard technologies and manufacturing practices by successfully integrating three key home components:

  • An energy-efficient building envelope (e.g., effective insulation, high-performance windows, and tight construction practices),

  • Energy-efficient space heating and cooling equipment, and

  • Energy-efficient air distribution (e.g., airtight, well-insulated ducts).

Beginning January 1, 2023, the 45L New Energy Efficient Home Credit offers a $2,500 tax credit to producers of ENERGY STAR certified homes, including manufactured homes.

Program Requirements

Under a policy effective November 1, 2005, the U.S. EPA designated Systems Building Research Alliance as a national Quality Assurance Provider (QAP) for the ENERGY STAR Certified Manufactured Homes program. EPA establishes the technical requirements for new homes. As the QAP, SBRA is responsible for developing, promulgating, facilitating, and monitoring procedures for demonstrating compliance with the technical requirements.

Homes produced between January 1, 2023 and December 31, 2025 are permitted to be certified using either Version 2 or Version 3 of the program requirements. Homes produced on or after January 1, 2026 must be certified using Version 3 of the program requirements.

ENERGY STAR affords the manufactured housing industry a unique opportunity to extend the advantages of controlled-environment factory production to include exemplary energy performance.

Certifiers

SBRA works through a network of independent, third-party industry inspectors called Plant Certifiers. Each plant participating in the program must retain a Certifier of Record at all times. Certifiers are responsible for reviewing the Plant Certifier Requirements and Procedures, staying up to date on program change and how they impact Certifier responsibilities under the program.
